ELF fighter Build

The main reason for choosing the Elf race is because of its defensive style. Elf Fighters are more defensive while Human Fighters are more inclined to the offensive side. Elf Fighters who choose the tanker path are able to take enemies 5 levels higher.

Stats Build And Skills

Pure Tanker Build
Pros : high defense, able to tank, high HP, do not require HP potions
Cons : low physical damage

Add purely VIT and you will have very high HP and defense. Attack enemies that hit you for 5 damage and below and with your HP at around 500+ when you are level 20, each time you take 5 damage, you will recover about 7 or 8 HP, thus health potions will not be needed.

Hybrid Tanker Build
Pros : average defense, HP, and damage
Cons : consumes some HP potions

Add VIT and STR in the ratio of 5:2/3. This means for every 5 VIT, put 2 or 3 into STR. You will have good defense and at the same time decent damage. Defense will be lower that Pure Tanker, however, your attacking damage would be higher.

Pure STR Build
Pros : high physical damage
Cons : low defense, HP and consumes lots of HP potions

Add purely STR and you will be similar to Human Fighter with a slightly lower damage due to the single handed sword that Elf Fighter uses compared to the dual handed sword that Human Fighter uses. However, you may use a shield for extra defense.

Stealth Build
Pros : high critical and evasion
Cons : low defense, physical attack damage, HP and might consume some HP potions

Add purely DEX and your evasion would be almost similar to a Rouge. Enemies attack would not be able to hit you most of the time, however, you will be slightly weaker than the other builds.

Skills Build

Required Skills :
One Hand Training
Sword Training - For one hand sword users
Fighter Heart - Boost 10 STR
Strike Attack - Poison attack which drains 50 HP at level 1
Enhanced HP - Increases HP
Sword Rapidity - Adds speed when wielding a Sword

Not So Important Skills :
Wind Slashing
Nature's Shield
Attract
Light Armor Expertise
Mace Protection - Adds defense when wielding a Mace
Axe Mortality - Adds critical hits when wielding an Axe
Axe Training - For one hand Axe users
Mace Training - For one hand Mace users

Not Required Skills :
Crash Blow
Upper Swing
Two Hand Training
Boost Heavy Sword Level 2
Boost Light Sword Level 2

Leveling Place

Fight enemies that are 3 or 4 levels higher than yourself and by doing quest, you should be able to get to level 20 in about 2 and a half hours.

Equipments

Buying armour from the store at would be enough.

As for weapons, buy weapons at alternate requirement levels as the physical attack difference is rather minimal. This means after buying a level 5 Sword, skip the level 10 one and only buy at level 15.
